		<description>Congressman Ruppersberger offers the same old tired Cold War solutions to security problems which is spend spend spend more money on hardware and software.  He can figure out what is wrong with the U.S. satellite programs but he can&#039;t figure out what is wrong with U.S. foreign policy.  
As for his assertions about the U.S. satellite programs, he should realize that the SOVIETS (no less) carried U.S. search and rescue monitors on their COSPAS satellites for years before the U.S. program was able to include space on the TIROS-N satellites for our own monitors.  In short, American hegemonists such as Ruppersberger need to realize that more collaboration and cooperation with other countries will lessen the costs for all, and he can figure out a way not to further burden U.S. taxpayers, especially since &quot;Dutch&quot; is not so stingy spending tax dollars on reckless foreign adventures in Iraq and Afghanistan.</description>
