Today, we are speaking Darryl Garrett, an IC veteran who had a 25-year career at the CIA, as well as played major R&D roles at the National Geospatial-Intelligence Agency (NGA). Mr. Garrett also consults for a number of companies and organizations in the GEOINT sector and sits on many boards.

Department of Defense Instruction 3115.15 Establishes GEOINT Policies

Michael G. Vickers, Under Secretary of Defense for Intelligence and GEOINT 2011 keynote speaker, recently issued a Department of Defense Instruction on Geospatial Intelligence (GEOINT) that “establishes policies, assigns responsibilities, and provides guidance for GEOINT operations within the DoD.” The newly issued instruction reinforces the vital role that GEOINT plays in our national security and calls for this “high priority” effort to be conducted in a unified and synchronized manner.

Crowdsourced GEOINT and Humanitarian Relief Efforts

As many in the community know, that National Geospatial-Intelligence Agency and members of industry are devoting considerable resources towards bringing the concept of crowdsourced GEOINT to life. As this Spatial Networks post clearly points out, this new frontier can be a powerful force-multiplier for NGA. USGIF wants to explore this topic further at GEOINT 2011 with a breakout session called “Crowd Sourcing Intelligence: A Look at International Disaster Relief & Recovery.” The session will explore the implications of this rapidly evolving geospatial technology for disaster and humanitarian relief efforts.

GEOINT Visionary Rob Zitz Retires from Government Service

NGA Director Letitia A. Long on Tuesday afternoon hosted a retirement ceremony for GEOINT visionary Rob Zitz at NGA’s soon-to-be-officially-former headquarters in Bethesda, MD. The event was well attended by current and retired senior leaders from the government, military and industry, to include Director of National Intelligence James R. Clapper Jr.

GAO Wants Tighter Management of ISR Programs

The Government Accountability Office (GAO) recently issued a study, entitled “Intelligence, Surveillance and Reconnaissance: Actions Are Needed to Increase Integration and Efficiencies of DOD’s ISR Enterprise,” which highlights that the department must improve its control over varied ISR programs to be effective. The principle author of the report, Davi D’Agostino, the GAO’s Director of Homeland, Defense, Emerging Threats and Warfare, examined the more than $80 billion spent in 2010 on ISR programs by the Pentagon. The key finding was that ISR spending was fragmented, making it difficult to determine how ISR funds are used across DoD.
