OMB Urged to Clarify IT Investment Guidance for the Intelligence Community

One of the most resounding themes from GEOINT 2011 was how the Intelligence Community (IC) will be tasked with doing more with less in the coming years, as proposed budget cuts are imminent. During the event, General Clapper, Director of National Intelligence (DNI), highlighted how integration will play a major role in driving down IT costs for the IC — since 20 to 25 percent of the community’s activities are coded as IT. Though, according to the Government Accountability Office (GAO), the Office of Management and Budget (OMB) needs to provide better guidance to agencies as to what counts as an IT investment and what doesn’t and demand more information on what they’re doing to reduce duplicative IT spending.

Another Look at Clapper’s Efforts: ODNI Expands Effectiveness Through Intelligence Integration

Without a doubt Walter Pincus, who writes the “Fine Print” column for the Washington Post, has always been a self-professed critic of the role of the Director of National Intelligence (DNI). He was one of the many who thought that the creation of the ODNI “added a new layer to an already large and competitively structured bureaucracy.” Well, this has all changed thanks to General Clapper’s keynote address at GEOINT 2011.

Raytheon BBN to Model Brain’s Activity for the Intelligence Community

One of the biggest mysteries is the human brain. Scientists, psychologists, philosophers and even artists have tried to crack the code on the one organ that essentially creates the foundation for who we are and why we behave the way we do. And fully understanding the brain and how we process information can surely be beneficial for the Intelligence Community (IC). The is precisely what the Office of the Director of National Intelligence (ODNI) was thinking when it contracted Raytheon BBN to explore modeling the brain’s ability to make sense of large amounts of haphazard, partial information. Ultimately, this research can help the IC analyze fast-moving battlefield video, audio and text data quickly and accurately.

WikiLeaks Fallout: Tighter Access to US Secrets?

Call it the big information chill, looming across the military and intelligence communities. After the massive Afghan war data spill by WikiLeaks, some veteran intelligence officers and experts are calling for a tightening of access to information and more monitoring in the spy community’s lower levels. They’re blaming post-9/11 changes that promoted information sharing as the culprit that made it too easy to lose control of the nation’s secrets.
